Residence Permit
Foreign nationals wishing to stay in the TRNC for more than 30 days must obtain a residence permit. Required documents include: passport copy, rental agreement or title deed, health insurance, bank statement (proof of sufficient income), criminal background check, and passport photos.
Residence permits are typically issued for 1 year and must be renewed annually. Applications are made to the Immigration Department (Ministry of Interior). Processing time varies between 2-4 weeks. The initial permit fee is approximately 2,000-3,000 TL.
Citizenship and Long-term Residence
TRNC citizenship can be obtained under certain conditions: through marriage to a TRNC citizen (minimum 5 years of marriage), long-term residence (7+ years continuous), investment (certain amount of real estate or business investment), and special admission (by Council of Ministers decision in extraordinary circumstances).
Citizenship applications are subject to Council of Ministers approval and the process can take 1-3 years. TRNC citizenship does not provide the same rights as Turkish citizenship but grants full property ownership, voting rights, and unlimited work permits within the TRNC.
Property Rights and Real Estate Purchase
Foreign nationals can purchase property in the TRNC. Foreign buyers must obtain purchase permission from the Council of Ministers (process takes 6-12 months). Each foreign person can purchase up to 1 donum (1,338 m²) of land and one residence.
Purchase process: hire a lawyer → property research → contract → apply to Land Registry → Council of Ministers permission → title transfer. The title deed type directly affects property security. Turkish Title is the safest option, and it is crucial not to make a purchase without legal counsel.
Work Permit
Foreign nationals wishing to work in the TRNC must obtain a work permit. Applications are made by the employer to the Ministry of Labour and Social Security. Required documents: employment contract, diploma equivalency, health report, criminal background check, and passport copy.
Work permits are typically issued for 1 year and are renewable. A new application is required for a change of employer during the permit period. Those wishing to start their own business need trade registry, tax number, and company formation documents.
Tax System and Legal Obligations
Income tax in the TRNC ranges from 0-35% progressively. Corporate tax is 10%, and VAT ranges from 5% (basic food and health) to 16% (general). Property tax is declared annually at 0.2-0.3% of property value.
Rental income tax: Withholding deductions are made on monthly rental income. Property sale tax: Transfer tax is 6% (typically shared 3% buyer/seller). Residents are required to obtain a tax number and file annual returns.
